Question About Downloading-IP

so i was getting some DL's from mega links and now it shows
Bandwidth QUOTA EXCEEDED
Your download could not proceed because it would take you over the current free transfer allowance for your IP address.
To enhance this limit, you can register an account. This will not only give you ample extra bandwidth but also 50 GB of secure storage space in the cloud - for free.
not sure if this is because Time warner just switched to Spectrum, might be why and now theyre putting data caps on bandwidth but i dont think thats the case since im still able to downlaod on Vuse .... anybody else experiencing this problem?? also i use a VPN so my IP is never the same since i switch it about every 2 hours...so how is this possible? i tried other downloads from other sources like zippy and mediafire and another two from mega and it was fine...but its just when i try to DL that Major Key by DJ kahled that that message pop up.....
