AUSTIN — The Texas Senate is expected to debate a bill on Tuesday that would take away cities and universities' power to remove Confederate monuments and other historical memorials.

Currently, city councils and county officials can vote to remove local historical monuments. Senate Bill 1663 by Brandon Creighton, R-Conroe, would shift this power to voters in the area. Removing, relocating or altering any monument or memorial in place for longer than 25 years would require their approval.

For any monuments on state property, such as the Texas Capitol, the decision would shift to lawmakers under Creighton's bill. Right now, the staff and governing boards of state agencies like the Historical Commission and Preservation Board, which maintains the Capitol grounds, make those decisions. Creighton would like to shift that power to the Legislature, which would be able to remove or alter monuments more than quarter century old only if two-thirds of lawmakers agree.

The bill would also apply to monuments at institutions of higher education, since Texas' public colleges and universities sit on state land. Any city, agency or higher education institution that violates these rules would be subject to thousands of dollars in fines.
